

Derived from the regional conflict that began in July 1847 and has historically been called the Caste War, the eastern part of the Yucatan Peninsula, particularly in the territory of what is today the state of Quintana Roo, presented conditions of isolation due to the lack of communication routes and population scarcity.

Towards the end of the 19th century, the Mexican government, which sought precisely to establish a control and surveillance center, promoted the idea of creating a population center on the shores of Chetumal Bay, on the border with the British colony, thus emerging the population of Payo Obispo.
The Río Hondo is a river in Central America that has an approximate length of 209 kilometers and its predominant direction is towards the northeast, flowing into Chetumal Bay in the Caribbean Sea. Most of its course (115 km) marks the border between Belize and Mexico.
After the transfer of the territorial capital to Payo Obispo, the southern area of Quintana Roo began to have outstanding development, especially commercial and forestry, in addition to its population beginning to grow at greater speed, which accompanied a significant diversification of economic activities, highlighting traditional crops and the exploitation of chewing gum, dyewood and sugar cane; although there was also significant import activity, especially of fabrics, clothing, footwear, machinery, tools, weapons, ammunition as well as canned food.
The Río Hondo is formed by the confluence of the Azul River - known in Belize as Blue Creek, which comes from the mountains of Guatemala and also marks part of the border between Mexico and Belize - and the Río Bravo or Chanchich, coming from Belize, although its sources are also in Guatemala. The confluence of both and the origin of the Hondo River occurs in the vicinity of the towns of La Unión (Mexico) and Blue Creek Village (Belize). The river continues towards the northeast, passing through other towns such as Subteniente López (Mexico) and Santa Elena (Belize), until finally flowing into the Bay of Chetumal, located in this capital city of the state of Quintana Roo, being the largest in the region that is located very close to its mouth.


By 1970 and in order to encourage migration to this border city, a directed colonization process began, promoted by the Federation, in order to repopulate and recover spaces on the border of Mexico with British Honduras and towards the Caribbean coast.
The project, aimed at the border area delimited by the Río Hondo, consisted of an ambitious settlement plan that had as its center a riverside agroindustrial project, specifically in the community of Álvaro Obregón.
In parallel, the establishment of new ejidal zones and base infrastructure began, in order to provide a certain stability to the colonization process.
